NISL: An Ideal Investment of ARRA Funds

"There are no good schools without good principals. It simply does not happen."
    US Department of Education Secretary
    Arne Duncan (May 2009)
    Clipping
    Proven leadership development programs
    that make good schools happen.
    NISL
[NISL] is as high quality a program as there is. It was extremely well researched, with millions of dollars behind it. And it really talks about a complete paradigm shift for leaders, from running a building to being an instructional leader."

    David P. Driscoll, former Massachusetts
    Commissioner of Education
    Stimulus Plan
The American Recovery and Reinvestment Act (ARRA) provides anunprecedented $100 billion for education. The federal government is urging states and districts to use these funds to make short-term investments that will have a lasting impact on student achievement and build local capacity to sustain results.

School Leadership Training: An Ideal Investment of ARRA Funds
Researchers agree that school leadership is one of the most important factors impacting student achievement. Studies have shown that man principals went through ineffective preparation programs and therefore, many districts have a large need for leadership training.

NISL: The Right Program at the Right Time
The National Institute for School Leadership (NISL) invested more than $11 million in research and development to meet this need. Its Executive Development Program for School Leaders provides districts with a powerful, comprehensive program that can be implemented today using ARRA funds. The program has been internationally benchmarked to the best leadership techniques in the fields of education, medicine, business, law, and the military.

In Florida: Evaluators from The Broad Foundation found that student achievement "dramatically" improved to levels comparable with other large districts just a short time after NISL trained all middle and high school principals.

In Massachusetts: Independent evaluation concluded that a "corrective action" district raised test scores faster than state-wide averages in mathematics and English language arts just a year after NISL trained all of its school leaders.

In Texas: NISL's train-the-trainer program helped a high-poverty school district improve its accountability rating to the second highest level.
"NISL has helped us create turnaround artists and has assisted principals in driving their schools from good to great."

    Gerald Zahorchak,
    Pennsylvania Secretary
    of Education
Why use ARRA funds for NISL?
    Large scale impact.
    Proven results. Shovel ready.
    Research based.
"I have attended numerous workshops geared toward principals during my educational career... However, none of them presented the work in such a complete manner, from vision to supervision, from standards to curriculum to learning to best practices in literacy, math, and science... No other professional development has even come close to providing a clear, complete picture of what it means (and what it takes) to lead a school to high levels of sustainable academic achievement. NISL is an extraordinary program."

    Marjorie Soto, principal,
Joseph J. Hurley School, Boston, MA
